This is not the first time the ministers watching a porn video getting caught on cameras of the assemblies. it has happened before in near past. lets take a look at the acts :)

while debate on no-confidence motion against Culture minister Sandro Bondi was going on at the Italian lower chamber, a member of Berlusconi's party (Popolo della Libertà ), out of sheer boredom, started surfing adult-themed websites with his iPad.
Simeone di Cagno Abbrescia, former mayor of Bari, was caught in the act while surfing profiles of Dollyy and Daisy, two girls from Rome who - according to the escort service website - do not smoke, work at home or in hotels and make themselves available by appointment only with the most expensive rates.
Croatia:
An unnamed MP was caught watching an X-rated flick by fellow politicians... during a debate on road safety! It also emerged later that his MP pals had joined him in viewing the videos.

A member of parliament from an Islamic party which promoted anti-pornography legislation has resigned after being caught watching porn in parliament. Mr Arifinto of the Islamic Prosperous Justice Party (PKS) was photographed looking at the images on Friday. He said he had inadvertently opened an email link which led him to the images. Pornography has become one of the testing grounds of conservative Islam’s influence over politics in Indonesia. “For the recent developing media coverage, I apologise to all members of the party and parliament,” Mr Arifinto – who goes by one name – told a news conference. “I will continue to work for my party. I’m also going to continue to better myself, by repentance, reading the Koran and asking for guidance.” The BBC’s Kate McGeown in Jakarta says the PKS was the driving force behind anti-pornography legislation, so that when one of its lawmakers was caught out, he was shown no mercy. If it is proved that Mr Arifinto was indeed downloading a pornographic movie, as photography of his behaviour appears to show, he could find himself charged with a law of his own party’s making. “PKS lawmakers are human. What happened to [Arifinto] could happen to anybody else,” said the head of the party’s Shariah Body, Surahman Hidayat.
AUSTRALIA:
MP Paul McLeay was caught surfing porn sites on a parliamentary computer while in office. While the fact that he was busted while doing so may have seemed hilarious to most at first, the whole scenario became a lot less funny when his internet history showed up searches on child pornography.
USA:
During a debate on abortion, Florida Senator Mike Bennett was caught surfing porn by Sunshine State News Service. So this would make him a master debater right? Your tax dollars hard at work…
